I would also surmise that the potential 'good guys' don't have the common sheep mentality that you can see in 0.0. They won't join the pyramid schemes going on in that part of the EvE galaxy, so they don't meet and greet and form new corps. There are some in lowsec i think. The Parrot Shoppe comes to mind. Ask them about their vigilante endeavors though. They came to the conclusion that policing lowsec only encourages freebooters to come do business, without participating in the policing -which bears no rewards, this should always be reminded-.
The rest are in highsec running missions alone, or in laidback corps. They don't go in 0.0 for aforementioned reasons, and they don't go in lowsec, because gankers huddle in 10ish gangs -one bait at gate, 9 docked fapping/eating hotpockets, ready to undock when called on voice coms-, and won't engage if you have equal or superior numbers.
Did i mention there's no incentive at all to police spacelanes?
I've long supported the idea of giving players more incentive to hunt pirates. Transferable kill rights would be a good start, and also a serious rewrite of the bounty system. Would be a pure win/win situation for Eve, even for the pirates.
Play nice while you butcher each other.
